Magomed Salamov, a long-time campaigner against religious extremism, was shot dead in an ambush outside a cemetery on the outskirts of his home village of Gubden in Russia's North Caucasus Republic of Dagestan on Monday.
The criminals fled in a car which they seized from a local resident at gunpoint an hour-and-a-half before the attack, a spokesman for Dagestan's Interior Ministry told Interfax on Tuesday.
In 1999, Salamov led a group of volunteers set up to fend off possible attacks by militants.
Salamov was mentioned in all of the lists of people convicted by militants to elimination seized from killed or detained militants.
